Digital Support and Innovation (DSI) sits within HMRC's wider Fraud Investigation Service (FIS) responsible for the department's civil and criminal investigation work. FIS ensures that HMRC has an effective approach to taking on the most serious tax evasion and fraud.

Working across Law Enforcement and government, DSI provides investigative tools and covert techniques to front-line investigations and works with key partners to develop and provide access to new technology and systems to enable investigators to respond to serious and complex tax evasion and crime.

The full stack developer, Cyber & Digital Forensics, plays an integral role in Her Majesty's Government's fight against serious and organised crime, supporting investigations totalling hundreds of millions of pounds each year.

The team manages a diverse and rapidly increasing project portfolio, ranging from developing covert tools for mobile device data acquisition, building custom radio frequency hardware, to the implementation of cutting edge data visualisation platforms.

Job description

As an experienced developer, you will deliver all aspects of research and exploitation development, in order to collect and develop intelligence in a proactive operationally driven environment. The role is ideal for candidates who enjoy problem solving and are driven to overcome complex technical challenges to produce solutions that enhance our sensitive capabilities.


  • Carry out research and development of new equipment, tools and techniques to counter the threat, risk and harm posed by serious organised criminals.
  • Conduct reverse engineering of digital media to facilitate access and acquire data to an evidential standard.
  • Perform routine maintenance and testing of existing tools.
  • Collaborate as part of a team to design components for larger systems.
  • Provide guidance, technical operational support and training in the installation and use of developed tools and techniques for deployment by investigation officers.
  • Ensure all work is carried out within the requirements of the legal framework to be compliant in the law enforcement and legislative process.
  • Build relationships and collaborate with external partners, private industry and academia.


Essential Criteria:


  • Proven ability to successfully develop computer software and have an understanding of the software development lifecycle. Must be able to demonstrate identifying user requirements, ability to design software, write secure code and implement testing methods.

Experience in one or more of the following languages:


  • Python, Go, Rust, Java, C, Objective-C, C++
  • Web Development: JavaScript, Node.js, React

And experience in at least one of the following technologies:


  • Database: MongoDB, MySQL, PostgreSQL, SQLite
  • Mobile application development: Android Studio
  • Virtualisation: Docker, VMWare
  • Automation and testing: Ansible, Chef, Jenkins, Terraform, Travis CI
  • Logging and Visualisation: Elastic, Graylog, Splunk
  • Reverse Engineering: IDA Pro, Ghidra, WinHex
  • The use of Linux, OS X and Windows operating systems.
  • Proven ability to work in a secure environment with the highest standards of integrity; able to recognise sensitive information and always maintain discretion and confidentiality.
  • Proven ability to work on own initiative and experience of working effectively within a team.
  • Demonstrate an understanding of relevant legislation including CPIA, Police Act, RIPA and Investigatory Powers Act.

This post requires National Security Vetting at Developed Vetting (DV) clearance level and you must hold DV vetting or be willing to apply for DV vetting.

Desirable Criteria:

Ideally, you will also have experience in one or more of the following:


  • Android and iOS app development
  • Development of software running on Arduino and Raspberry Pi microcomputers
  • Experience of data and log analysis
  • Experience in any of the following:
  • Cryptography - distributed tools including Hashcat
  • Geo mapping systems
  • Radio Frequency (RF)
  • 3D design, modelling and printing


STEM degree or degree-level qualification, and/or at least 2 years' practical experience in a technical environment. Must be able to demonstrate up-to-date knowledge of relevant research and development methodologies, tools and techniques.

Qualifications and certifications held may include (but not limited to): MSc, BSc, GIAC, OSCP, OSWP, CCMP, CCLO, CCPA, A+, Security+, Network+, MCP and CWSA.

This post attracts a Level 2 Flexibility Payment (FP) that is paid monthly with salary. This FP allows HMRC flexibility to change your work pattern, at short notice, to meet business needs. You will be expected to work longer hours from time to time, at weekends and outside your normal working hours/days (including bank holidays).

Team members that are moving offices as a result of the Locations Programme will be entitled to a Moves Adjustment Payment for three years where they incur additional costs. This is calculated based on the difference between the costs of travelling to and from the new and old office, over a weekly period. You will get more detail on this as part of targeted locations move communications.
